Elecam Insider Exposes Massive Electoral Fraud Plan for Paul Biya
YAOUNDÉ, Cameroon, Oct. 11, 2025 — A senior election official within Elections Cameroon (Elecam) has leaked explosive allegations suggesting that hundreds of thousands of uncollected voter cards are being redirected to the ruling Cameroon People’s Democratic Movement (CPDM) for use in Sunday’s presidential vote.

The anonymous message, verified by Cameroon Concord as originating from an internal Elecam communication line, claims that staff were instructed to release unclaimed cards to local CPDM “elites”, who would then dispatch trusted proxies to cast ballots across the country.
“We have received the order to release all uncollected voter cards to CPDM elites so they can vote using unknown persons across the national territory,” the insider wrote. “It will amount to hundreds of thousands of votes in favor of the ruling party.”
Pattern of Control and Manipulation
According to the source, pre-filled voter lists containing the names of these “replacement voters” have already been distributed to certain polling-station heads in multiple divisions.
The whistleblower warns opposition candidates and observers to closely monitor identity checks at polling stations and ensure that every voter’s face matches the ID presented.
“Opposition scrutineers must stay vigilant and identify each voter before entry,” the message continued. “They must also watch the entire voting process from inside the room.”
Elecam’s Silence and Public Fear
At press time, Elecam’s central management in Yaoundé had not issued any official reaction to these claims.
However, civic groups across the Centre and Littoral regions say they’ve received similar complaints in the past week — reports of voter cards disappearing, polling materials transported at night, and lists withheld from observers.
The situation has fueled public anxiety ahead of the 12 October vote, especially given the Ministry of Territorial Administration’s blanket restrictions on movement, and the deployment of over 1,000 police and gendarmes in Garoua earlier this week.
Opposition Demands Transparency
Opposition leaders have repeatedly accused the regime of “industrial-scale fraud.”
Cabral Libii, Maurice Kamto, and Issa Tchiroma Bakary have each called for strict scrutiny at polling stations, urging the international community to watch for signs of pre-stuffed ballots or proxy voting.
Election observers from the African Union and the New International Perspective Mission (Switzerland) arrived this weekend but have yet to comment publicly on the growing allegations.
