Yaoundé, Cameroon — The Director General of the Telecommunications Regulatory Agency (ART), Philemon Zo'o Zame, has been embroiled in a protracted dispute with the Minister of Posts and Telecommunications, Libom Li Likeng, regarding the distribution and payment of penalties levied on telecommunications operators.

While the personnel of the National Agency for Information and Communication Technologies (ANTIC) have received 180 million FCFA and ART staff have been paid 720 million FCFA in bonuses, the employees of the Ministry of Posts and Telecommunications (MINPOSTEL) are still awaiting their share.

The delay stems from an initial issue with the bank account provided by MINPOSTEL officials, which did not comply with financial regulations. On July 3, 2024, the Minister of Finance, Louis Paul Motaze, provided Philemon Zo'o Zame with a proper account for the transfer. Yet, over a month later, no funds have been moved.
