The African Development Bank has appointment Mr. Janvier Litse as the Director General for the West Africa Regional Development and Business Delivery Office, with effect from 1 December 2016. The West Africa Regional Development and Business Delivery Office is part of the new business approach of the Bank to accelerate its business and development impacts across Africa.
Mr. Janvier Litse, Cameroonian, has twenty-four years of experience at the African Development Bank. A highly versatile leader, he has held various positions of responsibilities at the Bank. He served as Acting Vice-President, Operations, from 2011–2012, and from 2014 to present. In his current role, he leads a team of 700 people and has responsibility for the whole of the Bank’s portfolio.
He has worked as Regional Director for West Africa, Region 1 (Benin, Burkina Faso, Côte d’Ivoire, Ghana, Niger, Nigeria, Togo) and as Regional Director, West Africa, Region II (Cape Verde, Gambia, Guinea, Guinea Bissau, Liberia, Mali, Sierra Leone, São Tomé and Príncipe) from 2004 to 2006. He had previously held positions as Director of Planning and Budget, Chief Macroeconomist and Manager for Operations, Quality and Performance Review. Prior to joining the African Development Bank, he worked as a Debt Management Specialist and Research Analyst at the World Bank.
Mr. Litse holds a Masters in Economics, with specialization in International Economics from San Diego State University, USA; and a Master of Arts in Finance from Institut Superieur de Gestion, Paris.
Speaking on the appointment, the President of the African Development Bank, Dr. Akinwumi Adesina, said, “Mr. Janvier Litse brings extensive experience in operations across the entire Bank Group and has shown remarkable leadership over the years. He is a great asset to the Bank and an excellent manager of people and operations. I am delighted that he will provide astute leadership to drive the New West Africa Development and Business Delivery Model. He is very well respected by stakeholders”.

MTN Cameroon and the Small and Medium Enterprises Promotion Agency, APME, November 11, signed a partnership agreement to enhance Cameroon’s digital economy.
The agreement, which was co-signed by the Chief Executive Officer of MTN Cameroon, Philisiwe Sibiya, and the General Manager of APME, Jean Marie Badga, has been placed under the patronage of the Minister of Small and Medium Enterprises, Social Economy and Handicrafts (MINPMEESSA).
Within the framework of this partnership, MTN Cameroon will provide small and medium enterprises in Cameroon with the support they need to reinforce their productivity and performance.
Basically, the MTN Foundation will put at the disposal of the SMEs concerned, the best training possible to ameliorate their daily management, while MTN will provide a specially designed innovative business pack that addresses the needs of the 20,000 companies created through the Enterprise Creation Procedures Centre dealing with the APME.
Going by the deal, MTN Cameroon will also set up an MTN Business Desk within all the 10 Enterprise Creation Procedures Centres of the Agency to provide hands-on support to Cameroon’s budding entrepreneurs.
The new partnership will equally provide SMEs with all the technology tools necessary for their smooth functioning in terms of communication, connectivity and collaboration.
The Chief Executive Officer of MTN Cameroon, Philisiwe Sibiya, said: “MTN Cameroon’s objective is to enable all participating SMEs to become leaders in their respective sectors.
Our willingness, as the leading telecommunications operator in Cameroon, is to play a major role in developing the digital economy which is essential for the sustainable growth and emergence of Cameroon.”
Going by the MTN Cameroon boss, the private-public partnership asserts MTN’s leading role, while providing the necessary innovation needed in the creation and support of SMEs, which she says is the cornerstone of a dynamic economy.
Hear her; “The Government and the people of Cameroon can rely on MTN to adapt to these changing times.
We are ready to contribute decisively to the aligning of Cameroon with the new digital world, the world of tomorrow,” Sibiya maintained.
Meanwhile, the General Manager of APME, Jean Marie Badga, asserted: “That the partnership is an opportunity to illustrate APME’s capacity in supporting Cameroonian SMEs.
“The Small and Medium Enterprises Promotion Agency will finance access by enterprises to these resolutions to the tune of 50 percent.
This in a bid to valorise this productive partnership which will propel Cameroon’s development,” Badga declared.
MTN Cameroon is a subsidiary of the MTN Group represented in 22 countries.
Present in Cameroon since February 2000, the telecommunications company is one of the five most significant companies in Cameroon and second tax payer in 2015.

Cameroonian students from the School of industrial engineering at the University of Douala, in the economic capital of the country, have just created an application which can track undisciplined drivers on the road, particularly those who do not respect the traffic lights.
Called “Man no run”, colloquial expression in the local slang which means “nobody can escape”, this application enables its user, through a camera and sensor, to film the licence plates of the vehicles running red lights, we learned. In practical terms, explains Romaric Saounde, one of the sponsors of the project, “when the traffic light is red, the system lies in wait for an offence. When the first vehicle crosses the first radar, it is filmed. Which means that the offence is registered, even if the system continues to wait. If the vehicle continues without stopping and crosses the second radar, the offence is confirmed and a second photo is taken. It is this second picture which is used to identify the licence number of the offending vehicle and its owner”.

A company based in Douala, the Cameroonian economic capital,specialised in graphic art, printing and publishing of high quality documents, Nathalyon Sarl has just been declared the winner of an international call for tenders, for the supply of communications tools to BEAC, for the year 2017.
Nathalyon Sarl shares this contract with the French company Photoconcept, who got part of the contract. Both companies are well known at BEAC, as they had already won the same contract for 2016.
In practical terms, Nathalyon Sarl had won the contract for the production of the Central Bank of CEMAC States diaries, while the production of calendars, envelopes and greeting cards went to Photoconcept. The amount for both contract was not revealed.

The company Eneo, concession holder of public electricity services in Cameroon and owned by the British Investment Fund Actis, has just presented the Cameroonian government with specimens and characteristics of the prepayment card electricity meters that it intends to progressively introduce in the country.
According to our sources, this electricity company has already installed these smart meters in areas of the Cameroonian economic capital such as Bali or even Bonapriso, in a pilot phase, whose results have been rather satisfactory to date.
These meters, topped up as is the case with credit for mobile telephone communication, will now oblige Eneo clients to pay before use. This equipment will at the same time allow users to control their consumption of electricity, and avoid the hassles due to mistakes in readings of traditional meters, etc.
On the side of the electricity company, thanks to these meters introduced in the Cameroonian market, it should have fewer reasons to deal with debt recoveries, whose amounts generally reach billions of francs FCfa ; and erase its expenses tied to the monthly burden of the meters.
On the governmental level, if the Ministry of Commerce favours this technological advance introduced in the electricity sector, this ministerial department has, according to our sources, requested more assurance on the reliability of the equipment, the maintenance policy to be applied, but above all the fate awaiting jobs related to the monthly task of electricity meters.

Experts from the IMF and the World Bank have just started a new inspection mission in Cameroon, within the framework of traditional consultations between these Bretton Woods institutions and their members.
We come approximately every six months from Washington to have discussions with the authorities on the economic situation in the country, recent economic developments and short-term prospects”, explained Mario de Zamaroczy, the Head of Mission. This was after a working session at the Ministry of Economy.
In two weeks, the report of this assessment mission of the Cameroonian economy should be ready. As has been the case for several years now, the IMF and World Bank experts should once again focus the Cameroonian authorities' attention on the rate of public indebtedness, which more importantly, is significantly due to non-concessional terms this time.
