Cameroon has borrowed 42 billion FCFA from the World Bank deceiving the world financial institution that 42 per cent of the amount will be sent to the Far North Region which is under regular Boko Haram incursions. The CPDM crime syndicate and the World Bank signed a partnership worth 42 billion FCFA to support the third phase of the National Community Driven Development Programme (PNDP) for over 300 councils in Cameroon. 

The partnership was signed on the 3rd of January 2016 in Yaounde. Signing on behalf of the CPDM Government, the Minister of the Economy, Planning and Regional Development, Louis Paul Motaze explained that the funds will promote the decentralisation process as it will contribute in empowering local communities. The World Bank Operations Officer in Cameroon noted that the second phase of the partnership was very effective in reaching out to local communities.
