The School of Administration and Magistracy (ENAM) is facing a severe crisis under the management of Bertrand Pierre Soumbou Angoula, who was appointed to lead the institution in December 2018. The ongoing financial turmoil, characterized by unpaid salaries, has become a significant source of distress for the staff.

Bertrand Pierre Soumbou Angoula, appointed at the young age of 32, responded to early criticism of his appointment by asserting, "The mason will be judged by the wall." However, six years into his tenure, it has become evident that both Angoula and his deputy are failing to meet the expectations of their roles.

The school’s staff, stripped of all statutory benefits, are now facing severe hardships due to the non-payment of salaries for the months of June and July. This financial strain has turned staff grievances into despair, as the essential payments remain unfulfilled.

Adding to the distress, the Director General and his entourage have been away in China for over two weeks. Prior to this, he had returned from a trip to Canada, and before that, traveled to Europe and Benin. Meanwhile, the staff continues to endure significant hardship, colloquially referred to as "watching the clock."

The plight extends to the temporary lecturers who have not been compensated for their services for the past three years, despite the fees being budgeted and allocated annually. This prolonged delay exacerbates the financial instability faced by these educators.

The current state of affairs at ENAM highlights a critical need for improved financial management and accountability. The ongoing delays in salary payments and the neglect of budgeted expenses have led to widespread discontent among the institution's personnel. Immediate corrective measures are essential to restore financial stability and trust within the institution.
