 The director of ENAM published the results of the competitive entrance exams into ENAM on November 16 at midday, when the public was already asking some questions.

It was a list of 1275 names including Brenda and Junior Biya's.

While some successful candidates where already celebrating, Michel Ange Angouing[minister of public service ] annulled the results on the ground of"violation of rules".

 

Real drama! The last time such drama was acted was in 2006 when Benjamin Amama[then minister of public service ] annulled the results of the competitive entrance into ENAM whose director by then was Benoit Ndong Soumhet.

Immediately the prime minister and the presidency sought to know what was happening. That same evening Michel Ange Angouing and Linus Mendjana were summoned to the Prime Minister's Office (PMO).

Seraphin Magloire had to report to the presidency.

Chantal Biya was quickly notified.

Michel Ange argued at the PMO that he retained the right to release the results.

But the director pointed out that the law doesn't specify that the minister publish the results. As a result there was a vacuum.

He added that the results had been forwarded to him and that he could publish them as well.

He further revealed that it had been so for several years without any problem.

In front of Seraphin Magloire the minister stood his ground, insinuating willful insubordination.

The meeting ended in a deadlock. Michel Angouing stood his ground.

The report was forwarded to the presidency.

Actually both men have been at loggerheads for months now.

At this time when a ministerial shakeup is imminent, the allies of the minister are accusing the director of ENAM of plotting to replace him.

They almost don't phone each other anymore.

They have met  twice in six months, all at the PMO, according to an ally of the minister.

But our source at the PMO has revealed that the meeting at the PMO was the third in six months.

When Ferdinand  Ngoh Ngoh[secretary general at the presidency ] learned of the situation, he summoned Michel Ange Angouing and Linus Mendjana the following morning.

Paul Biya was informed.

But before the meeting was held, Paul Biya instructed Ferdinand Ngoh Ngoh via an anonymous person to have the minister publish the rest at 11am.

During the meeting Michel Ange said he couldn't release the results from the director at 11am because there was need for verification. He then promised to release them at 1pm.

Upon leaving the meeting Michel Ange Angouing consulted his allies and they decided to make some adjustment.

While the results were being expected at 1pm, the minister issued a communiqué announcing the publication of the results that same day. Yet there were no results.

Candidates had to wait.

In the meantime real mafia was going on in his office, with everyone trying to have their name on the list.

There were constant to and fro movements in the office, according to a source.

It's the batch of the president's children. 2018 is tomorrow. Lists scrambled for space.

Contrary to all expectations the minister released the names on Saturday November 18, a non- working day.

And if he had not modified the initial list published by Linus Mendjana, he had carefully added 452 names to it, bringing the total number to 1727.

The director of enam would not swallow it. He went round making phone calls here and there all to little avail. The minister remains his boss.

Trouble! Of the 452 additional names from the minister, 17 had not taken the exams. Some had not even submitted their files while others who had applied for Cycle B found their names  in Cycle A.

There were names such as: Ngob Regine, Yopa Juste, and Biopa Sonia.

And the case of Mani Blanche was even too glaring. According to her allies, she had gone in for Cycle B but her name appeared in Cycle A.

When Michel Ange learned about it, he sweetened his tongue, claiming , with his entourage, that they were mere mistakes.

However, someone from the ministry said it was a lie, revealing that the final list was already at the ministry, even before the oral part is released.

According to our sources, the minister got into a row with one of his collaborators when the latter realized that only one of the three names he had submitted was retained.

There's a warm in the fruit.

 

And it's worth noting that this is the  institution which has trained administrators in Cameroon since independence.
