Historic Break: Chad Ends Defense Pact with France, Pursues Autonomy in Military Affairs
The government of Chad has made a historic decision to terminate its defense cooperation agreement with France. The foreign affairs minister’s official statement announced this move on November 28, 2024, marking a significant shift in Chad's foreign policy and military strategy.
The agreement, which was signed in September 2019, aimed to enhance defense cooperation between the two nations. However, following a comprehensive review, the Chadian government has decided to assert its sovereignty over its security matters, reflecting a growing desire for autonomy in military decisions.
The termination of the defense pact is seen as a critical moment for Chad, as the country has long relied on French military support for security in the Sahel region, especially in the fight against militant groups. This shift aligns with Chad's broader national interests, as it seeks to define its strategic priorities independently and engage with future partners on its own terms.
For France, this move is a setback, as it loses a key security ally in the Sahel region. France has maintained several military bases across Africa, and the termination of this agreement limits its influence in a region that has seen rising instability due to jihadist insurgencies. The loss of this cooperation undermines France's strategic positioning in Africa, especially as the security situation in the Sahel remains volatile.
Chad’s decision to take control of its defense responsibilities also sends a message to the international community that the country is ready to forge a new path. It emphasizes Chad's desire to strengthen ties with other nations while maintaining a focus on its own national security needs. While the decision might strain relations with France, the Chadian government reiterated that it would continue to maintain strong historical and friendly relations with the French people and is open to future partnerships in different areas.
This diplomatic pivot by Chad represents a broader trend in Africa, where countries are increasingly seeking to distance themselves from former colonial powers and take a more assertive stance in managing their security affairs.
This move, coming after the leadership of Mahamat Idriss Déby, who assumed power following the death of his father, Idriss Déby Itno, is indicative of Chad’s evolving foreign policy approach in the post-Déby era. It also reflects the country’s desire to redefine its role on the African continent and globally, seeking greater autonomy in its dealings with international powers.
