CONAC in Cameroon: A Toothless Bulldog in the Fight Against Corruption
In the relentless battle against corruption, the National Anti-Corruption Commission (CONAC) of Cameroon stands as a symbol of hope, tasked with rooting out systemic graft and fostering transparency and accountability.
Yet, beneath its veneer of authority lies a stark reality of inefficiency, complacency, and a glaring failure to confront the scourge of corruption head-on.
Through successive reports, CONAC's shortcomings are laid bare, revealing a disturbing pattern of inertia and reluctance to tackle corruption at its roots. Despite mounting evidence of pervasive corruption within the police force, CONAC has turned a blind eye, failing to confront the issue with the urgency and rigor it demands. Instead, it regurgitates mundane statistics and superficial observations, devoid of critical analysis or meaningful insights.
One of the most glaring omissions is CONAC's reluctance to categorically identify and address the most corrupt institutions in the country. While corruption festers within security agencies like the police and gendarmerie, CONAC shies away from shining a spotlight on these notorious hotbeds of graft. By failing to hold these institutions accountable and provide concrete recommendations for reform, CONAC perpetuates a culture of impunity and emboldens corrupt actors.
Moreover, CONAC's narrow focus and limited scope undermine its effectiveness as a watchdog against corruption. Rather than engaging with the broader public and soliciting input from taxpayers—the ultimate victims of corruption—CONAC remains ensconced in bureaucratic inertia, churning out perfunctory reports that offer little in the way of meaningful change or reform. By neglecting to harness the voices of those most affected by corruption, CONAC misses a crucial opportunity to drive meaningful reform and accountability.
In essence, CONAC has devolved into a toothless bureaucratic behemoth, devoid of purpose or impact in the fight against corruption. Its annual reports serve as little more than bureaucratic paperwork, devoid of substance or relevance in addressing the root causes of corruption. If CONAC were to disappear tomorrow, the country would scarcely notice its absence, as its ineffectiveness has rendered it little more than a mere footnote in the annals of governance.
To salvage its credibility and fulfill its mandate, CONAC must undergo a radical transformation. This transformation entails embracing transparency, accountability, and a proactive approach to combating corruption. CONAC must prioritize the identification and prosecution of corrupt actors, regardless of their institutional affiliations, and provide concrete recommendations for systemic reform. Moreover, it must actively engage with civil society, the media, and ordinary citizens to harness their collective power in the fight against corruption.
Only by embracing a culture of accountability and transparency can CONAC reclaim its relevance and efficacy as a bulwark against corruption. The time for complacency and inertia is over. It is incumbent upon CONAC to rise to the challenge and confront corruption with the resolve and determination it deserves.
