Gabon’s opposition leader, Jean Ping has been warned against social unrest when the Constitutional Court rules on his challenge of last month’s presidential election outcome.
This was said by the government spokesman on Wednesday, further warning that Ping risks arrest if he incites his supporters to take to the streets after the court ruling.
“We expect more responsibility from Mr. Ping, someone who has held many important responsibilities both in Gabon and abroad. His attitude is being heavily questioned. And so yes, today we are not in the state of mind that we have always been. But if Mr. Ping crosses the line, he will be arrested. And this red line is well-known. If a Gabonese falls, he will answer,” Government Spokesman, Alain-Claude Bilie By Nze told a news conference.
On the other hand, Ping has demanded the right figures of the elections to be released and further questioned the government’s commitment to dialogue.
“Mr. Ping in his previous roles, including head of the African Union Commission, is a person dedicated to dialogue and convinced of its importance. So the concept of dialogue is no stranger to him. Moreover, how are we to envision such a meeting when to this day, the truth has not yet been restored and the country does not have a legitimate political authority as its leader to reconcile the Gabonese people?” said Ping’s spokesman, Jean Gaspard.
More than a 1,000 people were arrested in the deadly riots following the announcement of the election results. The National Assembly building was burned and badly damaged in the protests.

Statement by H.E. Paul Biya at the Leaders Summit on Refugees, held on September 20, 2016 under the initiative of President Barack Obama on the sidelines of the 71st Session of the UN General Assembly.
The President of the United States of America,
Distinguished Heads of State and Government,
The Secretary-General of the United Nations,
Ladies and Gentlemen,
Permit me, first and foremost, to add my voice to those of previous speakers to thank President Barack Obama and Secretary-General Ban Ki-moon, for their welcome initiative to convene this summit.
The refugee issue, as we all know, is one of the major challenges of our century. I will spare you the statistics which have already been mentioned here, and which show that the problem is serious. Given the magnitude of this human tragedy which pricks our collective conscience, we have a historic responsibility, namely to take action. My country will not shirk that responsibility.
Ladies and Gentlemen,
True to its tradition of hospitality and solidarity, and by virtue of its stability, Cameroon is a haven for people seeking peace and safe refuge.
To date, my country hosts more than 350 000 refugees of different nationalities. To cope with this influx, my Government has taken measures to provide decent living conditions for them. In recent years, refugee camps have been set up in collaboration with the UNHCR to settle Nigerian refugees fleeing the atrocities of the Boko Haram sect, and those from the Central African Republic faced with political instability. Minawao Camp alone, for instance, hosts over 80 000 Nigerian refugees.
At these reception sites, the refugees enjoy basic social services provided by the Cameroon Government, friendly countries, the UNHCR and humanitarian organizations. Facilities are offered, particularly in education, at all levels.
Healthwise, the Cameroon Government recently signed a framework agreement with the UNHCR to jointly provide care to refugees in our local hospitals.
Regarding protection, measures have been taken to issue secured identity cards to persons eligible for refugee status.
Despite the huge financial impact of implementing these measures, we will continue with and increase our assistance to refugees and hundreds of thousands of displaced persons in Cameroon’s Far-North Region, who are also fleeing the atrocities of the Boko Haram terrorist organization.
At this juncture, I would like to appeal for increased international community support to countries, which like Cameroon, are hosting hundreds of thousands of refugees on their territories.
Also, let me draw the attention of the distinguished personalities here present to the situation of some areas of my country which are ravaged by terrorism, and where reconstruction will require substantial resources. Such is the price to pay for the resettlement of the affected people.
I would like to conclude with acknowledgements.
My very sincere thanks go to all friendly countries for their constant support to our fight against terrorism.
We thank them as well as International organizations and civil society. We particularly appreciate their support for our determination to provide to persons in distress, dignified reception and living conditions, and to their children, access to education.

With the arrest of a mercenary of the regime of Paul Biya by New York security forces, the US police has to demonstrate freedom of expression in the United States
September 19 will remain an unforgettable day for the Biya regime. Cameroonians, led by a caravan of cars marched through New York City with posters denouncing crimes of the Biya regime to the eyes of all dignitaries at the United Nations and in particular before the Waldorf Astoria Hotel where Mr Paul Biya and his syndicate of criminals were lodging at the detriment of Cameroon tax payers.
At the end of the event, one of the drivers leading the protest vans was attacked by a Biya diplomatic agent who forgotten that he was thousand of miles away from Yaounde.The agent vandalized the demonstration Van and tore down protest placards.
A day afterwards they still tried to re-attack, but one of them was neutralized by a Cameroonian patriot, the karateka Simon Pemel, and New York police intervened and arrested the Biya mercenary.
The individual was carrying a Cameroonian diplomatic passport. He was taken in for questioning by police in New York and the US authorities.
The Cameroonian protesters filed a complaint against the attacks to the police, who are still surveying CCTV's of the area to bring the perpetrators to justice.
More demonstrations have been called in-front of the Hotel Waldorf Astoria located at 301 Park Avenue, New York 11002.

Mayors, Government Delegates and their Deputies in Cameroon are virtually disillusioned over the non-payment of their salaries, one year after President Biya instituted salaries for them.
The President of the Republic instituted salaries to council officials in decree No 2015/405 of September 16, 2015.
Going by the Presidential decree, only a joint decision of the Minister of Territorial Administration and Decentralisation and the Minister of Finance, will spell out modalities for payment.
The two Ministers are yet to sign the joint order one year after the Presidential decree. Some council officials are now pointing accusing fingers at the two Ministers for sitting on their money.
“These Ministers are victimising us and disrespecting the Head of State at the same time,” one official in one of the councils in Yaounde screamed.”
According to a source at the Prime Minister’s Office, the issue further stoked the fire of procrastination when raised during a meeting of the National Decentralisation Council that held at the Star Building recently.
One CPDM Mayor, who spoke to The Post on anonymity, said they have been submitting documents after documents to the administration in vain.
Another source from the Ministry of Territorial Administration said the Minister was verifying to ensure that nobody gets two salaries from the State.
It is reported that many of the Mayors are civil servants who are still earning their salaries from the State treasury.
By virtue of article 4 of the Presidential decree, Mayors who earn salaries from the public service should not be given any salary.
Such people can only have functioning and representation allowances as well as other advantages from the council.
The same article 4 (2 & 3) of last year’s Presidential decree makes it clear that it is only when those concerned show proof that they are resident in their respective council areas that they can be paid.
In this perspective, it is the Senior Divisional Officer, SDO, who issues an attestation of effective residence to every Mayor at the beginning of the budgetary year.
Last year’s Presidential decree was followed by a Prime Ministerial decision that announced that FCFA 3 billion from the 2016 Decentralisation Fund would be used to pay the salaries of municipal officials this year.
The officials are worried that they are yet to receive a dime, a few months to the end of the 2016 fiscal year.
Many Mayors have dismissed the claim that the delay in the payment of their salaries is due to the process of verifying Mayors with cumulative posts.
“A majority of us are people from the private sector and the civil society. So, why sacrifice a huge group of people just because of a few individuals?” one of them wondered.
“We are suffering; we cannot even fuel our cars. Only Mayors and Government Delegates who are in rich council areas are not bothered by this vicious delay in the payment of our salaries as decreed by the President of the Republic.”
The Presidential decree provides that the Government Delegate will earn a monthly salary of FCFA 400,000; the Deputy Government Delegate will pocket FCFA 200,000.
Mayors will take home FCFA 250,000, while their deputies will earn FCFA 150,000.
Mayors and other municipal officials received the news with excitement.
During the General Assembly of the Association of Towns and Cities of Cameroon in Yaounde early this year, the Mayors thanked President Biya for the gesture.
Yet, administrative bottlenecks and inertia are still keeping their salaries away from them. The two Ministers in whose hands the responsibility of paying the Mayors’ salaries lies are yet to give any public explanation about the delay.
Many Mayors wonder if the salary arrears, beginning from the date of the Presidential decree will be paid when the matter is laid to rest.

Militants have blown up a crude oil pipeline operated by Nigeria's state oil firm NNPC in the Niger Delta, a group claiming responsibility for the attack and a youth leader said on Monday.
The Niger Delta Greenland Justice Mandate group said it carried out the attack on the Afiesere-Ekiugbo delivery line, in the town of Ughelli in Delta state, on Sunday night at around 11:30 p.m. (6.30 p.m. ET). The line is operated by NPDC, a unit of NNPC, and Nigerian energy company Shoreline.
It is the latest in a series of attacks on energy facilities in the restive region that have cut Nigeria's oil production by 700,000 bpd.
"The Niger Delta Greenland Justice Mandate is just starting, you are yet to see what we are about," said the group which, unlike other militants in the region, is not taking part in a ceasefire to hold talks with the government.
Lucky Solue, a youth leader, confirmed the attack took place. An NNPC spokesman could not immediately be reached for comment.
There was no immediate information on any impact on production.
The Niger Delta Avengers group, whose attacks on oil pipelines in the southern region crippled crude output earlier this year and pushed Africa's biggest economy into recession, said in August it agreed to a ceasefire.
The government has held out the prospect of holding talks on the grievances of people in the Delta with militant groups that maintain a truce.
