Cameroon's upper house of parliament is to be lodged at the premises of the Social and Economic Council in Yaoundé as early as the next ordinary session in March, Mutations newspaper has reported.
The Senate went operational in 2013. Previously the prestigious chamber of parliament was lodged at the Conference Centre. Later when renovation works began at the Conference Centre, the elitist institution was moved to the premises of the market regulation agency.
Cameroon's senate has been described by critics as a centre for old people, with the oldest member in his 90s. There are 100 senators, with 30 appointed by the head of state and the 70 others chosen by voters.

According to the Ministry of Public Works, the elected Mayor of the localities shall be responsible for planning, programming and execution of the road construction projects. This is done to minimize the risk of having failed projects as well as reducing the cost of follow up. The communal road project for the year 2018 have been stopped.
The Mayors shall be the project supervisors as indicated by the minister of Public works, Emmanuel Nganou Djoumessi, the Mayors shall subsequently be responsible for the conception, programming, supervision and execution of the said projects.
Those projects to be executed shall be done with the technical assistance of Council engineers, who are charged with their construction and maintenance of such roads.
In other words it's the Mayors who shall give instructions as per priority of the project. They therefore shall need a project roadmap for their respective Council areas and shall take responsibility for all the decisions that they shall take.
Engineers from the ministry of Public Works shall give succour to the Mayors wherever there shall be technical challenges on the technical domain. These engineers shall be at the service of Mayors so as to help them in the designing of the structural plan if the project. Whenever a Mayor desires or wishes to maintain a trench of road, the chief of service for Technical maintenance or the Divisional Delegate for Public Works shall intervene to arrest the degradation as well as say what should be done.
These workers are at the disposal of the Mayor. Contract supervisor is charged with having a project book as requested by the Minister of Public Works. The transfer of competence to councils that was announced since 2012. The competence of Mayors is limited to secondary and feeder roads. The construction and maintenance of mayor roads is the responsibility of the Minister of Public Works.
In the quarters,the issue of road maintenance is in the hands of the Mayor. These are the fruits of the request of the population. Once more the needs of expressed by the people,the Mayor should solicit the assistance of the Divisional Delegate for Public Works, who shall carry out the studies on the field. After these field studies, he shall transmit to the hierarchy.
At the end of the procedure, the minister of Public works might release funds for each Council worth twenty seven million.

Marafa Ahmidou Yaya in a French speaking tabloid called for an alternation as the way forward in resolving this present sociopolitical impasse in Cameroon. Marafa Ahmidou Yaya, the one time second in command to Paul Biya, openly calls for alternating format of governance, so that the nation can appreciate an immense electoral year.
The former Minister of State for Territorial Administration and Decentralization called upon his compatriots to seize this golden opportunity offered by this year's Presidential elections. " I am inviting you on the contrary to have this opportunity and chance. The chance to make 2018, an important year for Cameroon.
An important year after many decades of wasted immobility and denouncements. It shouldn't be a year for the settlement of scores with the present regime. On the contrary, let us systematically put aside all democratic alternatives. It shall be a new era and a remarkable occasion for our Country" as written by Marafa Ahmidou Yaya on a French tabloid published on Thursday. Marafa Ahmidou Yaya the architect of the ugly system as the former Secretary General at the Presidency of the Republic of Cameroon.
The architect of the system condemns in very unequivocal terms the present sociopolitical climate in the North West and South West Regions of Cameroon since a year ago. Marafa Ahmidou Yaya equally regrets the trend of corruption that presently is so common in Cameroon.
It's regrettable that Cameroon now has an poverty rate that affects close to eight million Cameroonians.Of equal worry is the 50% unemployment rate in a country so abundantly blessed with human capital and natural resources. For recalculation, Marafa Ahmidou Yaya, a former dignitary of the present regime, was arrested in April 2012 and subsequently judged in September of the same year. On Friday the 19th the French newspapers or tabloids had the following ratings as per candidate. Paul Biya: This diaper wearing octogenarian who has never won any freely and fairly organized elections in Cameroon is standing unopposed. For his open support for French Francophonization drive, he has recruited a French born animator by name François Meynent. François Meynent runs an organization tagged as " En marche" that gave Emmanuel Macron, the victory during the last French Presidential elections in France While waiting for the candidates of other political parties to be announced, Paul Biya seeking to replace Paul Biya and Barrister Akere Muna, have thrown their depositions to foreign campaign cabinets, whose cost is expensive and at a golden price.
This is done at the expense of home horned expertise, where life isn't enjoyable anymore. Visibly, Paul Biya, the head of state since 1982, similarly has challenges to prolong the French masquerade, the Francafrique that is in the genes. A very trusted source at the Office of the United Nations High Commission for Refugees in Abuja has just confirmed that some protection officers from that office met with all twelve members of the Interim Government of the Federal Republic of Ambazonia abducted on the 5th of January at Nera Hotel in Abuja about 8 pm.
The protection officers reportedly met with all twelve detainees on the night of Thursday the 18th of January in Abuja. The source reports that all are in good health.
This is a developing story. We shall bring updates as the story unfolds.
Further to the critical questions raised by Mark Bara and which I forwarded to Barrister Falana Femi, I have the honour to inform this house that one of the detainees, Ojong Okongho reportedly spoke to his son in Calabar. The son is a lawyer. Barrister Femi Falana used that information to unimpeachably demonstrate that our leaders are still in Nigeria.
He further indicated that the UNHCR representation in Abuja has also confirmed that the IP and others abducted are still in Nigeria. This is a lead and we can all draw from this to dig further into the matter.

The new American ambassador to Cameroon has begun a campaign to encourage students in Cameroon to participate in upcoming elections. Cameroon will organise general and presidential elections later this year.
The US diplomate began the campaign on Wednesday at the University of Yaoundé I.
According to media reports, Peter Barlerin said the objective of the campaign was to "support democracy". It's reported that about 300 students got their names on electoral lists at the end of the day.
Peter Barlerin is said to have invited a band from his country to entertain the crowd. Ruben Binam -Kemit 7[Cameroon{ and Camille Thurman and Darrell Green Trio[US] fed the people with music.
Some people have lauded the initiative which they believe is a way to have young people overthrow the 84-year-old . But other views hold that Mr Biya is colluding with the ambassador to work things the other way round.

Is this a joke or just provocation?
Whoever dreamt up this obnoxious idea stands condemned in the most strongest terms. They are asking the same Diaspora they have maligned and even banished from Cameroon to contribute. It has confirmed my worst fears about Manyu people in the CPDM: their capacity to shock and scandalize is infinite. The Manyu Man is My 2017 Person of the Year
There is hardly any human being who embodies the completeness of creation as much as the Manyu man does. A bundle of contradiction who questions himself/herself at every turn, a positivist who interrogates his own very essence, the Manyu man is at once a rot on the outside and a creature of untold beauty on the inside. He or she has it all but is a study in emptiness on the use to which his talents are put. The vicissitudes of the ongoing Anglophone crisis and the atrocities of the occupying soldiers have made Manyu the ground zero of the Anglophone resistance; and Manyu people have borne all their suffering with remarkable equanimity.
Without doubt, the Manyu man condones what should be condemned and endures what should be rejected as dehumanizing. He works hard and gains little, shouts himself hoarse at CPDM rallies but keeps a submissive peace in the face of egregious crimes as committed by soldiers who torched houses in Kembong, while claiming to be protecting the people.
Bombarded on all sides by all sorts of vicissitudes, the Manyu man, male or female, embodies all that is right and all that is wrong. He looks forward to a life of progress even as he systematically shuffles backwards in total negation of his own abilities to forge ahead.
Let’s admit it: the Manyu man successfully finds failure in the reverie over incredible success and willfully wrenches defeat from the jaws of victory. He dreams big but acts little, looks forward to a future while actively creating one that would continuously make a better day of even a regrettable yesterday. No person strives harder than the Manyu man to put a full life in a small dream box. Hence the Manyu nation of the best and the brightest is led by the worst and most despicable.
For the ordinary Manyu man, the vision is often clear but the execution is a problem. What a character! For his or her exertions, for all he or she went through in the year that ended yesterday, the Manyu man is my 2017 Person of the Year. And the story of this bundle of contradictions is best told by Special Duties Minister, Victor Mengot in the communique below. Ostensibly at the request of Paul Biya, Minister Mengot will next Saturday in Mamfe, preside at the launch of a Manyu Solidarity Initiative to raise funds to help Manyu victims of the genocide perpetrated by soldiers at Paul Biya's request. This initiative would have been laughable were it not so pathetic.
