Common Law Lawyers of Southern Cameroon extraction in practice and Spirit, meeting in a general Assembly yesterday in the Olive city of Kumba have created a committee to draft a Two State Federation Constitution that will be followed by a Referendum wherein ONLY Southern Cameroonians will vote.At the conference yesterday at PYC Fingo-Kumba, most Common Law Lawyers, i spoke with told me in the affirmation, we are not going back, its now or never. PROCLAMATION
CONSIDERING the United Nations Universal Declaration of Human Rights 1948;
CONSIDERING the International Covenant on Civil and Political Rights 1966;
CONSIDERING United Nations General Assembly Resolution 1608 XV of 21st April 1961;
COGNIZANT of the Cameroon Common Law Lawyers Conference Resolutions of the 9th day of May 2015;
COGNIZANT of the Cameroon Common Law Lawyers Conference Declaration of the 13th day of February 2016;
TAKING INTO ACCOUNT the Resolutions of the Constituent Assemblies of the four Common Law Associations (FAKLA, MELA, MALA and NOWELA) of the 6th of October 2016;
TAKING INTO ACCOUNT the Resolutions of the Constituent Assemblies of the four Common Law Associations (FAKLA, MELA, MALA and NOWELA) of the 15th October 2016;
TAKING INTO ACCOUNT the Resolutions of the Constituent Assemblies of the four Common Law Associations (FAKLA, MELA, MALA and NOWELA) of the 28th October 2016;
TAKING INTO ACCOUNT the Resolutions of the Constituent Assemblies of the four Common Law Associations (FAKLA, MELA, MALA and NOWELA) of the 4th of November 2016;
TAKING INTO ACCOUNT the Resolutions of the Constituent Assemblies of the four Common Law Associations (FAKLA, MELA, MALA and NOWELA) of the 15th of November 2016;
TAKING INTO ACCOUNT the Resolutions of the Constituent Assemblies of the four Common Law Associations (FAKLA, MELA, MALA and NOWELA) of the 30th of December 2016;
Meeting in Kumba, this 13th day of January 2017, we, the Common Law Lawyers of Cameroon do hereby agree and Proclaim as follows:
1- That we ratify and approve all actions and or engagements undertaken by the Presidents and executive of our various Associations on behalf of Cameroon Common Law Lawyers between the 13th of February 2016 till date.
2- That the Cameroon Common Law Council is this day dissolved and the following members unanimously elected as the steering Committee of the Cameroon Common Law Bar Association:
– Harmony Bobga
– Agbor Balla
– Sopseh Emillien
– Eyambe Elias
– Kemende Henry
– Ebah Ntoko Justice
– Mbokeh Divine
– Njualem Charles
– Sone Ngole Edward
– Mbah Eric
3- These elected Officials are designated our sole representatives in the various Committees set up and or contemplated by the Government to seek lasting solutions to the grievances contained in our different Memoranda.
4- That we remain resolute on the attainment of all the objectives contained in our previous Resolutions and Declarations.
5- That in this regard, proposed draft bills shall be presented to the Government on the Amendment of the Constitution to accommodate the demands including a call for a Referendum reserved exclusively for those who voted (South West and North West Regions) in the United Nations supervised plebiscite of 1961 on the form of Government that will best suit their aspirations and way of life this day.
6- We reiterate the demand for the immediate and unconditional release of all persons arrested from the beginning of our sit-strike and carted away to Yaoundé and other destinations (not ascertained by us for now).
7- We call on ALL Common Law Magistrates to examine their consciences and join this struggle instead of sitting and determining Suits in the absence of Lawyers and in process occasioning gross injustice to Litigants by violating their rights to fair trial.
8- We applaud the support of the Common Law Lawyers and the Constituent Assemblies for the Monday 9th January 2017 “Ghost Town” called by the Cameroon Anglophone Civil Society Consortium and encourage all to continue to lend their support to the coordinated actions of the said Consortium.
9- A Commission for the drafting of a Federal Constitution to revisit a two State Federation is hereby created and the following members elected thereto:

Meeting with Government delegation:Consortium leaders diffuse previous reports that they had been held hostage in a video released a couple of minutes ago in Bamenda-North West regional capital.
The leaders in their own words say they are not being forced to sign any documents.They pleaded for the crowd to abstain from violence, destruction and injury.Meeting still going on.
The Consortium will have a Press Conference tomorrow at the Presbyterian Church Center in Bamenda but will brief the crowd once they leave the Governor's office.

"Talks stall in Bamenda as government bench reportedly is concentrating only on seeing the strike suspended immediately without the materialization of any of the promises made so far as concessions. Right now it is cacophony in the hall with Unionists sticking to their guns! Stay glued for more updates soon.
Meanwhile tensions are high in Jakiri as the Dvision Officer for that locality has banned a proposed peaceful demonstration slated for tomorrow Saturday by Hon. Wirba Joseph.
This is what the MP said;
The DO for Kumbo Central, Mr Kamto Francis called me a while ago and said the SDO had instructed him that our meeting to restitute parliamentary proceedings to the people of Bui cannot hold.
My reply to the DO is simple and straight forward...
"Mr DO, I am the Parliamentarian of the nation, (except you have excluded West Cameroon from that nation) and the meeting I informed you l will hold with the people of Bui, built for Saturday the 14th of January 2017 will go ahead as scheduled. It will go ahead Mr DO because your decision to stop it is part of this brutal government's policy to oppress our people, keep them in fear in order to weaken them and continue treating them like slaves. As I promised from the National Assembly, WE WILL RESIST YOUR BRUTAL OPPRESSION! It is my duty and the duty of the people of West Cameroon, to stand up and resist your brutal oppression. We will be in Kumbo tomorrow

Members of the ad hoc committee charged with examining grievances raised by Unions of the Anglophone sub system of education enter day 2 of frank discussions in Bamenda today. After yesterday's discussions, some sources emphasized that while the government bench is so far demonstrating the will to bend full circle, there are a number of issues on which they may only propose for hierarchy to dispose.
In as much as the overall goal is to free the Anglophone sub system from assimilation by the French system and to put an end to the Francophonization of the English educational institutions of higher learning, the Consortium officials insist they have not lost sight of the fact that the demands of West Cameroonians go beyond just a few reforms of the educational sector; they insist that far reaching solutions are needed as all sectors are affected.
Although it is obvious that the number one intention of government representatives at the talks is to guarantee the lifting of the teachers' strikes, trusted sources say that has not yet come to the table and it is unlikely that will happen when youths arrested and taken to Yaounde from all parts of West Cameroon have not all been released and those missing accounted for.
Again, the teachers' union representatives note that the Biya-led government cannot be taken at its word; they have stated unequivocally that any agreement must be materialized into signed decisions and decrees before the lifting of the strikes could be contemplated.
Talking to this reporter, one of the negotiating officials dismissed press reports that because they sat through the meetings and will sit again today meant the suspension of the strike is already in view.
"The strikes will only be lifted by the Consortium after clear deliberations and at a press conference when it becomes necessary", he concluded.
The entire nation has its eyes and ears turned to Bamenda.

Several youths were Tuesday and Wednesday January 11 and 12, arrested in Mutengene, Southwest Region and taken to yet to be identified detention centers in the country. The Cameroon Journal gathered that the youths were picked up along Tiko Road, Limbe Road and Buea Road exits of the town where they had gathered at night, burning tyres and mounting barricades on the road to prevent trucks transporting fuel from the National Oil Refinery in Limbe to Yaoundé.Witnesses said the youths were acting in solidarity to the ongoing crusade for West Cameroon independence.
Eyewitnesses say multiple gunshots were heard across Mutengene at about 2:30 amon Tuesday and at about the same time Wednesday morning.“On Monday night, several people were arrested at Atlanta and Rangers neighborhoods along Limbe road. On Tuesday morning, a truck from the gendarmerie came and picked up more people from those areas. Nobody knows where they were taken to,” a Mutengene resident told The Journal.
Another eyewitness who craved anonymity blamed the protesters. “The Consortium which is commanding the strike asked everyone to stay at home, but these boys will not listen. Businesses and schools were all closed on Monday as we observed a ghost town.
Tuesday businesses resumed but schools remained 100% closed,” he said, noting that people like this make things difficult for the consortium” because they cannot be struggling to release people in Yaoundé while others are getting themselves arrested here in Mutengene.
“Unconfirmed reports say some 17 truck loads of security officers left Yaoundé Wednesday night for the Southwest region. The region was hitherto seen by government as a lesser threat, as security was before reinforced solely in the Northwest region since common law lawyers strikes sparked a crisis in both regions.
