In his presentation during the fifth session of the national committee for preparing the Africa Nations Football Cup 2019, Minister Abba Sadou revealed that the government have received the approval of the hierarchy for the award of a contract to build a stadium in Olembe, Yaoundé that has already been named Paul Biya Football stadium. The work has reportedly been entrusted to the Italian group Piccini for an amount of 163 billion CFA francs. According to Minister Abba Sadou of Public Markets, "the tender documents drawn up in order to finalize the work has already been validated and sent to the company on December 9. The draft contract will be signed on December 23"'.

However, it is unclear on what funding the indoor stadium of 60,000 seats will be realized, as latest reports say Prime Minister Philemon Yang has made a request  to China Eximbak. Piccini as a group has not establish in Cameroon. But it presents itself as a world leader in the construction industry. Founded in Perugia, Italy, in 1949, the group then developed and is now in more than 80 countries worldwide.
