The teaching and learning of Mathematics in Secondary schools in Cameroon will henceforth take a different dimension following the signing of a partnership agreement between the African Institute of Mathematical Sciences (AIMS) in collaboration with MasterCard Foundation and the Ministry of Higher Education on the one hand and the Memorandum of Understanding (MoU) with the Minister of Secondary Education on the other. It paves the way for a five-year pilot programme to see the light of the day. The main objective of the programme launched on January 19, 2016, at the Amphi Theatre of the Higher Teachers’ Training College (ENS) Yaounde by the Prime Minister, Head of Government, Philemon Yang, is to improve the quality of teaching and learning of Mathematics in Cameroonian secondary schools. The AIMS MasterCard Foundation Mathematics Teacher Training Programme (TTP) envisages the training of 1, 900 in-service teachers, 1, 200 pre-service mathematics teachers and 50 trainers of trainers with an expected student outreach of 1.7 million across the ten regions of the country.
Apart from enhancing the quality of pedagogy of Mathematics teachers, the programme seeks to step up the interest for Mathematics by secondary school students who consequently would consider pursuing careers in Mathematical Sciences. Ministers Jacques Fame Ndongo of Higher Education, Jean Ernest Ngalle Bibehe Massena of Secondary Education and the President, Chief Executive Officer of AIMS, Thierry Zomahoun appended signatures on the documents with a common goal of promoting and enhancing the teaching and learning of the subject described as a backbone to economic growth and national development. The major components of the programme include enhancing pedagogic competences of all Mathematics lecturers in Higher Teachers Training Colleges of Maroua, Yaounde, Bambili and the HTTTC Kumba. The programme will also ensure an updated, innovative, gender sensitive and relevant curriculum development while creating a community of practice for maths teachers across the country amongst others. The expected outcome of the programme is to increase the transition rates between educational level.

President Biya has appointed Retired Colonel Donatien Melingui Nouma as head of the military headquarters in Yaounde for a 3 years term. Cameroon Concord gathered that the Biya regime recognized him as a "good soldier" and having "a sense of duty". Colonel Donatien Melingui went on retirement at 58. However, the head of state and commander-in-chief of the armed forces has the authority to promote retired civil servants including servicemen and women to administrative duties.
Colonel Melingui started receiving his retirement benefits on December 14, 2015. His kinsman signed a presidential decree on January 4, 2016 appointing him to command Quartier Generale just two weeks after his retirement. Some informed opinions have hinted that Biya intends to have absolute control of the military headquarters to avoid any army intervention in case of anticipated upheavals in the 2018 presidential elections.

The Cameroonian road network situation is in a sorry state: the companies responsible for road maintenance are simply not visible on the ground.Correspondingly, the Minister of Public Works announced on Monday, January 18, 2016, that he was going to annull road maintenace contracts awarded to some 30 firms. In December 31, 2015, the Ministry of Public Works revealed that it had 406 active road maintenance contracts throughout the national territory. However, upon analysis, it was discovered that 300 have acceptable performance and nearly 100 contracts have really no more reason to exist. Minister Emmanuel Djoumessi Nganou thinks "it is high time to turn off these contracts and boost a new road maintenance policy".
Cameroon Concord gathered that Monday's meeting was to examine the closing conditions of those contracts whose performance has far exceeded the initial contractual period to allow the Department of Public Works to launch, emergency procedures, appeal for tenders for the recruitment of capable providers to do the work. The Public Works boss also observed that companies that will be retained by his department will be subject to a regular inspection process. Said the minister "There will be no question of simply posting documents to Yaounde." Financed by the resources of the Road Fund, road maintenance work for the 2016 financial year covers a total of 89.5 billion F with a basic programming 47.7 billion F.

Disgraced former Governor and former Minister of Post and Telecommunications, Mounchipou Seidou has passed away. Former minister Mounchipou, jailed on charges of corruption died on Monday, January 18, 2016 at the age of 65. The vain prince of Noun Division, created and teleguided a crime syndicate at the ministry of post and telecom.
He was convicted in November 2003 for embezzlement of public funds and spent almost 15 years of his life at the Kondengui High security prison in Yaounde. He was one of the first victims of Operation Sparrowhawk, the baptismal name of an operation in the fight against corruption and embezzlement carried out by the Biya regime.

The Lord Mayor of Ambam, Mba Mbo Hyacinthe has said that the implementation of the Flegt scheme is not only urgent but an imperative within his area of jurisdiction. In an exclusive interview he granted Cameroon Concord at the Yaounde Mont Febe Hotel, Mba Mbo Hyacinthe praised the excellent cooperation that exist between the councils and the Ministry of Forestry and Wildlife. The mayor of Ambam observed that the Minister of Forestry and Wildlife, Ngole Philip Ngwese has made it abundantly clear that the certificate of legality is mandatory for all forest sector business operators.
Mayor Mba Mbo revealed his plans for Ambam saying he "is approaching development with pride and dignity." Asked if he plans to seek another mandate in 2018, the mayor hinted that it was for the people of Ambam to make that decision. The mayor was in the nation's capital Yaounde where he participated in a forum organized by the ministry of forestry and wildlife grouping councils with forest resources.
It is vital to include in this report that the FLEGT Voluntary Partnership Agreement signed between Cameroon and the European Union aims to fight against illegal logging. A highly placed official at the Ministry of Forestry and Wildlife told Cameroon Concord that the purpose of the FLEGT agreement is to improve on governance in the forest sector and ensure that timber and its by products of domestic or foreign origin, processed in Cameroon, comply with forestry laws and regulations before export to the European market.
