The lives of Mayors and their Deputies and that of Government Delegates to City Councils in Cameroon will never be the same again as they started receiving their first salaries last week in addition to a health insurance scheme introduced for them and their respective families by the United Councils and Cities of Cameroon.
The SUN got confirmation that Mayors and their Deputies as well as Government Delegates to City Councils have started receiving their salaries through their various banks in the country last April 6 during the 11th Session of the National Executive Bureau of the United Councils and Cities of Cameroon chaired by its President, Mayor Andze Andze Emile of the Yaoundé I Council.
In a session to discuss and adopt their plan of action and budget for 2017, Mayor Andze Andze Emile reassured his colleagues that they will continue to intensify their lobbying efforts for an increase in council revenues this year.
A major highlight of their meeting to adopt their above FCFA 2 billion 2017 budget and action plan was a convention signing ceremony between the United Councils and Cities of Cameroon represented by its President, Mayor Andze Andze Emile and an Insurance Company represented by its Director General, Thierry Kepeden Nana.
In a chat with reporters, Mayor Andze Andze Emile explained that negotiations are underway to extend to other councilors the insurance health scheme that is starting with Mayors, Deputy Mayors and Government Delegates to City Councils and their respective families in order to improve upon the living conditions of these council officials.
Talking to The SUN, the National Treasurer of the United Councils and Cities of Cameroon, Mayor Njong Donatus Fonyuy of Kumbo said their discussion also focused on the need for elected councils officials to see their status improved upon by the end of 2017. He explained that though he is not among those receiving mayors’ salaries because of his civil servant status, “at first municipal administrators were the Divisional Officers who were receiving salaries but when the law changed and elected personalities had to take over the running of the councils, they were receiving just meager allowances. But now that the state has decided to give salaries to mayors in compensation to the work done for the population, I think it is a good thing. Even if the salary is still meager, it will keep them above embezzlement temptations.”

Ndokoti, a popular quarter in the city of Douala can now breathe a sigh of relieve as a notorious Pickpocket who has been terrorizing the locality thanks to the tons of talismans he ties around his waist was yesterday 06 April 2017 caught by traders of the local market and handed to the forces of law and order.
The Notorious thief who goes by the nickname of “Le Terrible” has been described by many as mysterious and greatly feared even by the police.
“For many years this Pickpocket was feared by many, including the police. He operates without fear of ever being caught. Police have testified that sometimes even when he is locked up, somehow he manages to get himself mysteriously out from the cell” recounts an eye witness. “All those talismans are what help him to operate mysteriously, but today I am glad they failed him. I suggest the talismans be seized and burnt so that he remains disarmed” he adds.
Inhabitants and traders say many more Pickpockets like “Le Terrible” are still at large and call on the police and gendarmes to put everything in place for their capture.
“We are suffering here in Ndokoti because of these Pickpockets. It is common place to hear customers complaining that they can no longer find the money they brought to the market to buy. It is only when these Pickpockets have been caught and jailed that Ndokoti will find peace again” says a trader.

Local inhabitants rubbish drainage constructed by the contractor hired by the Douala city council at the Genie Militaire neighbourhood in Douala
The drainage recently constructed at the Genie Militaire neighbourhood in Douala has met serious criticisms as the serious rains that have characterized the town these days seem to be washing the structure away.
According the angry population, the quality of the materials and labour force used in the construction were questionable; reasons why the drainage soon became the victim of the rain it was supposed to channel.
Mama Cecile Nganteu of the Genie Militaire neighbourhood, expresses concerns on the safety of the population around the area.
She says “They do a job with putting safety measures for inhabitants. Apart from the bad quality of job done, this huge hole they dug, puts the population in danger. It is the whole quarter that will be trapped very soon”. “It was even better to allow the road as it was because now they have just helped to increase the number of people who will fall and die in this mighty hole” she adds.
Marcel Mbianhou, an angry local inhabitant describes the method the drainage was constructed by the company in question.
He says “When you see the destruction they have caused here, you will see that the job is useless. The workers were using the torch lights of their mobile phones at 11:00PM in the night to mix the concrete used to build this thing”.
The entire population of the Genie Militaire neighbourhood concluded by calling on the delegate to the Douala City Council to send them a more competent company that will do the job satisfactorily.

A vexed Douala University student has expressed his anger towards the unfulfilled promise of the HE Paul Biya to provide laptops to every university student in Cameroon. According to Emile Ndiague Romel, a fifth year science student, the promise that has left many university students frustrated, was a joke that shouldn’t have been cracked in the first place.
“It is over 9 months since the president of the republic promised every university student laptops. We were very happy and even demonstrated our joy by organizing a thank you march. Our department already prepared the list of students to benefit from these laptops but up till now we have not received anything yet” says Emile. “I am in my final Masters 2 level and I am supposed to be using my own laptop to carry out research for my theses but the laptops are nowhere to be found” he adds.
Djoumbi Jeannette a level 3 student of the same university expresses doubts on the issue as she says they keep postponing dates of issuing the said laptops.
“We were promised to be given these laptops at the beginning of the 2016/2017 school year but we never received. The date was pushed to the end of February 2017, a date which was still not respected. We are now at the beginning of April. We don’t know what has become of this promise” says Jeannette.
Nevertheless, the students are still eager for the Laptops and hope that the President of the republic fulfills his promise.

Fourteen workers of the Douala 3 council who went on rampage last month were yesterday summoned to the disciplinary committee of the council for barring the way to the council, forcing council employees out of their offices and carrying with them a coffin into the council premises.
According to the officials of the council, the fourteen employees went against the norms stipulated on the penal code on how to carry out protests.
Théophile Kouapnang the Mayor of the Douala 3 council says he is acting according to the law.
“We did everything to respect the law because all what our comrades did by locking a public office, and forcefully taking people out of their offices; bringing a casket to place in front of the building could not go unpunished” says the Mayor.
The accused are denying any wrong doing. They say the crimes levied against them are false.
However, the discipline session which was supposed to be held this Tuesday has been postponed to a later date because of the absence of the regional delegate of labour and social security as explains Mayor Théophile Kouapnang.

Fritz Ntone Ntone, Delegate of the government to the Urban Community of Douala, the local district authority encompassing the Cameroonian economic capital, chaired on 28 March a workshop to present the document-project on structuring the drainage sludge market, revealed the pro-government daily.
This programme, we learned, is meant to organise a market for the 1,300 m3 of drainage sludge produced on a daily basis in the economic capital, and of which barely 50% is actually processed; to produce energy for households and thus protect the environment.
Even though the initiative is globally approved, discussions between the programme stakeholders are stumbling over how to raise the funds necessary to its implementation. While some recommend the collection of a cleaning tax, others are mentioning the possibility of public-private partnerships, which would then require the involvement of local governments, households and companies operating in the drainage sector.

Gaelle, single mother of 22years has said no to breast feeding for the reason that she is afraid this exercise may render her breasts saggy and she may become less available in the eyes of possible suitors. According to her, God is still saying something as far as getting the husband of her dreams is concerned.
"I am not breastfeeding my child because I don’t want my breast to fall. I want to maintain my beauty because I am young and still hoping to get marry. I believe God is till saying something in that direction and I don’t want to spoil things. I am giving my child artificial milk and the baby is fine; he doesn't have any problem” she says.
Medical reports strongly differ with views of the young Gaelle as Medical Doctors have it that the most important food a child is expected to feed on exclusively for the first 6 months after birth is breast milk.
While some people say breastfeeding renders their breast floppy others hold the viewpoint of Medical Doctors and say breastfeeding is best for young children.
"I introduce breast milk to my children from birth exclusively up to the age of 6 months” says a working mum “I started work when my second child was 3 months and I didn’t want her to take artificial milk. At times I will even press the breast and keep in the refrigerator before leaving for work after I must have suckled her. Breast milk is both nutritive and economical" she adds.
