The Cameroon Association of Newspapers Publishers, NEPAC, has questioned the long silence by communication minister Issa Tchiroma Bakary over the 2016 government subvention to private Press. The Association has cast doubts on the possibility of a meeting grouping the national commission for the review of applications, giving that the year has just three months left.
In a release signed by the president of the Newspaper Publishers Association of Cameroon Chief Zachee Nzohngadembou last Sunday October 9, 2016, the publishers are not only asking the government to provide private media subvention for 2016 but they are also calling on the government to distribute something substantial.
The release partly read, “The Newspaper Publishers Association of Cameroon urges government to raise and pay the 2016 sate subvention to the private Press.” They conclude that, “We think the solution to pathways to this support gap can only come when the government rightfully thinks of raising financial allocation to private media enterprise like this year.” In 2011 the government reduced 25million form the normal FCFA 150million meager sum that is usually distributed to media.
The litany of Private Press in Cameroon had to share FCFA 135 million. The Guardian Post newspaper in its Tuesday 11 October 2016 edition reveals that the government in 2014 shared the sum of FCFA 243 Million amongst 67 organs of the private communication sector.

The Former of Ouli Municipal Council in the Mbotoro sub division, Kadey Division in the East region, Nicolas Ndoké has been freed this Wednesday October 12, 2016.
According to national media, CRTV no ransom was paid to the kidnappers who were demanding a ransom of FCFA 1, 5 Million after they kidnapped the former mayor on October 6, 2016.
The operation to liberate Nicolas Ndoké was headed by the Senior Divisional Officer for KADEY. He was kidnapped along the Toktoyo-Ouli stretch of road, a border between Cameroon and the Central African Republic where the kidnappers are suspected to have come from.

Barrister Harmony Bobga MBUTON President of North West Lawyers Association has just resigned as personal representative of the President of Bar Association to the North West.
He cited the long silence by the Bar Association on issues raised by Common Law Lawyers and a recent Communique signed by Barrister John Kameni in the South West region which on behalf of Bar distancing itself from the four day strike action ongoing to press for the English version of the OHADA Law,redeployment of Francophone Magistrates to Civil Law Zones and Anglophone Magistrates to Common Law zones.

Lawyes from the English speaking section of Cameroon will embark on a sit-down strike from Tuesday October 11 to Thursday October 14 in protest of government’s repeated disregard for their complaints about the erosion of the Common Law sub-system in Cameroon. They note that the strike can only be called off if President Biya meets their demands.
Anglophone lawyers association leaders in a letter to the Cameroonian leader, notified him of the planned strike and solicited him to heed their demands. The strike alert is signed by Felix Nkongho Agbor Balla, President of the Fako Lawyers’ Association, FAKLA, Philip Awutah Atubah, President of the Meme Lawyers’ Association, MELA, Harmony Bobga-Mbuton, President of the North West Lawyers’ Association, NOWELA, Emilien Ngangjoh Sopseh, President of the Manyu awyers’ Association, MALA.The lawyers note in the letter that it has been over two years since they served the Biya government. They say they have yet to receive even an acknowledgment.
Government contempt.
They complain in the letter that on February 13, 2016 they held a second conference over the non-respect of their demands in the Bamenda Conference resolutions, but government still did not budge. So too, according to them, was government indifferent when some lawyers attempted to “exercise the constitutional right of freedom of expression through the medium of Press Conference and were stifled with administrative bans and Police harassment."
One of the requests is for Biya to set up an Ad Hoc Commission to respond to the lawyers Resolutions of May 9, 2015 and the Buea Declaration of February 13, 2016 regarding the erosion of the Common Law in #Cameroon. They demand President Biya should hold an emergency session of the Higher Judicial Council and re-deploy all Civil Law magistrates from the two Common Law jurisdictions of North West and South West Regions.

They request President Biya redeploy all Common Law magistrates from the civil law jurisdictions to the two Common Law jurisdictions of North West and South West Regions.The lawyers also called on all members of the Cameroon Bar Association to support them in what they call a “constructive strike action” for a better rule of law in Cameroon.
It should be recalled that the lawyers had filed a memo to government and diplomatic representatives of foreign countries Yaounde in May 2015. The memo contained the Bamenda resolutions. The resolutions, were a six-month ultimatum for Biya to facilitate Cameroon’s return to the federal system as obtained before 1972, protect the Common Law sub-system, respect the bi-jural system, protect the Anglo-Saxon educational system in the South West and North West regions.
Meanwhile the SCNC is collecting 2 million signatures for the United Nations to grant independence to former British Southern Cameroons -- the former British trust territory had been administered as part of former French Cameroon for 55 years, following a controversial unification agreement of 1961. The SCNC says the Francophone party has failed to respect the agreement.

Ground work for the upcoming fourth General Population and Housing Census is being laid, with the management of the Central Bureau of the Census and Population Studies as well as other committees charged with the organization and implementation of the presidential directives burning midnight candles for a hitch-free operation.
The latest of activities is the launch of the mapping exercise. A recent communiqué of the Minister Delegate to the Minister of the Economy, Planning and Regional Development, announces the imminent start of the mapping of the population across the country. The trial exercise is already ongoing in Yaounde for the Centre Region and information from BUCREP says other regions will follow suit.
The operation seeks to identify where people are for accurate impact assessments and interventions during the Population and Housing Census operation. Some 300 agents, including 75 detachment heads and 225 surveyors, will be meeting administrative authorities, political entities, traditional chiefs and the public, for mapping interviews.
The mapping exercise, Cameroon Tribune learnt from the General Manager of Bucrep, Bernadette Mbarga, locates all inhabited areas with focus on estimating the population on the site. It cuts the country into small working areas that are entrusted to census agents for counting. The mapping agents are also expected to gather information on services and basic socio-cultural and economic community infrastructure in neighbourhoods. Work areas are assigned to the mapping agents, with over 700 inhabitants for each agent in rural areas and 1,000 for those in urban settings.
Technologies such as remote sensing, Geographical Information Systems, and Global Positioning Systems have transformed the way the distribution of human population is studied and modeled in space and time. Bucrep top management says the fourth General Population and Housing Census will employ the use of such technology as recommended by the United Nations Population Fund. Mobile phone (tablets) now have extremely high penetration rate across the globe, and make analyzing the spatiotemporal distribution of the population easier. Reason why the technology has been chosen for the operation. Bernadette Mbarga said years often spent on anlysing data will be reduced to months given, the digitization of the process.

The Urban Community of Douala, in a bit to improve on public transport security, has decided to provide clients with secure taxis. The organisation in charge of mayor’s service has announced the launch of Taxis Varified.
According to Business in Cameroon, Taxis Varified are secure taxis which individuals can easily and quickly book in Douala. This will be done via a smartphone application also called Taxis Varified. Phone numbers have also been provided for those without smartphones.
“For those who do not have smartphones, Varified is also available by calling 695 569 483 or 681 221 023,” the sponsors of this application informed.
It is said that the taxis function with a GPS-tracker. However, they seem to be affordable. Booking for a shared ride starts at FCFA 500, up to FCfa 1,500 for a classic ride.
“We are in contact with a Japanese institutional investor and others, to inject important sums (FCFA 100 million) to equip the vehicles with GPS trackers and renew the vehicles through hire-purchases with serious drivers”, one of the sponsors of the project announced.
Looking at my Google play store as at now, I can’t find Taxis Varified. Obviously, the app is still to be put up. So stay on the alert and get it installed as soon as it is released. Your security in the town of Douala will now be based on the decision you make about what mode of transportation to take.

The Chairman of Cameroon’s anti-corruption body, CONAC, Dieudonne Massi Gams has hailed the work of the Business Coalition against Corruption (BCAC) in Cameroon.
The CONAC Chairman made this remark during a business cocktail at the residence of the British High Commissioner in Yaounde this 4th October 2016.
Dieudonne Massi Gams also praised the BCAC for training over 400 Good Governance Managers in Cameroon.
The Business Coalition against Corruption amongst other things, seeks to reinforce the respect of ethics in Small and Medium-sized Enterprises which have a key role in Africa’s economic advancement. Reinforcing the respect of ethics in SMEs is necessary considering that the ills of corruption are most destructive to the African economy.
During the cocktail party, members of the BCAC highlighted the importance of developing a culture of integrity and good governance in Cameroon’s business sector.
