Fifa president Sepp Blatter and Uefa boss Michel Platini have been suspended for eight years from all football-related activities following an ethics investigation.
The bans come into force immediately.
At 79, Blatter's suspension effectively ends his long career as a football administrator.
Fifa boss since 1998, the Swiss had already announced his intention to stand down before February's presidential election.
Platini, 60, was tipped as a future leader of football's world governing body and had hoped to succeed Blatter.
A three-time European Footballer of the Year and former captain of France, he had been in charge of Uefa - European football's governing body - since 2007.
Why are they banned?
Blatter and Platini were found guilty of ethics code breaches surrounding a £1.3m ($1.94m) "disloyal payment" made to the Frenchman in 2011.
Both men denied any wrongdoing and claimed the payment was honouring an agreement made in 1998 for work carried out between 1998 and 2002 when Platini worked as a technical adviser for Blatter.
The payment was not part of Platini's written contract but the pair insisted it was a verbal agreement, which is legal under Swiss law.
German judge Hans-Joachim Eckert, the chairman of Fifa's adjudicatory chamber, held disciplinary hearings for the pair last week.
Charges included conflict of interest, false accounting and non co-operation, with investigators submitting a file of more than 50 pages.

An excellent dribbler and very appreciated for its fast-paced, Ashley played three years for the French youth team. His last game in the blue-white-red colors dates back to a month on the occasion of the match which pitted France against Macedonia for the 2017 Euro playoffs. The French midfielder has now change sides and he is now a Cameroonian player.

In his presentation during the fifth session of the national committee for preparing the Africa Nations Football Cup 2019, Minister Abba Sadou revealed that the government have received the approval of the hierarchy for the award of a contract to build a stadium in Olembe, Yaoundé that has already been named Paul Biya Football stadium. The work has reportedly been entrusted to the Italian group Piccini for an amount of 163 billion CFA francs. According to Minister Abba Sadou of Public Markets, "the tender documents drawn up in order to finalize the work has already been validated and sent to the company on December 9. The draft contract will be signed on December 23"'.
However, it is unclear on what funding the indoor stadium of 60,000 seats will be realized, as latest reports say Prime Minister Philemon Yang has made a request to China Eximbak. Piccini as a group has not establish in Cameroon. But it presents itself as a world leader in the construction industry. Founded in Perugia, Italy, in 1949, the group then developed and is now in more than 80 countries worldwide.

Cameroonian football legend Samuel Eto'o who now moonlights as player-manager of Antalyaspor of Turkey has won his second game as head of the technical crew. Eto'o's side won the encounter 2 goals to 1 prompting some football commentators to salute the tactics implemented by coach Samuel Eto'o Fils.
It was the second consecutive victory, the first recorded last Saturday, December 13th. Following the success, Samuel Eto'o Fils had this to say, "I thank my teammates for the victory against a tough opponent," Media reports in Turkey say he called José Mourinho and Guardiola asking for advice.
