The story of the bloated Cameroon Civil Service and the financial incidence to the State purse is not new, with efforts to rein in culprits and their accomplices dating back to the mid eighties. However, each time the attempt is made to stem the scourge, the tricksters seem to become wiser by developing new techniques. Consequently, the State monthly wage bill has continued to rise exponentially without a truthful corresponding increase in the number of workers. And so, it was no surprise to watchers of the Cameroon Civil Service after it was announced in 2015 that at least 2,000 people were collecting undue salaries and allowances from the State.
Of particular concern were teachers who continued to collect teaching and research allowances long after being assigned to other positions outside of the classroom. Earlier in late August 2015, the Ministry of Public Service and Administrative Reforms published over 10,000 names of suspected ghost workers, giving them a week to clarify their situation. Those who failed to do so were going to have their salaries cut, the Ministry warned. The measure was in line with the transition from the current management of State employees with two softwares - the Integrated Computerised System of Human Resources, SIGIPES and Antelope.
The new system will merge the two softwares. It is against this backdrop that Prime Minister Philemon Yang instructed that only civil servants recognised by their user ministries be transferred to the new computerised system, SIGIPES II. The Permanent Secretary of Administrative Reforms, Chancel Ako Takem, explained that the 10,000 workers could not be identified as belonging to any ministry. He therefore urged them to meet Directors of Human Resources in their ministries to clear the air.

19 police officers received new ranks while 16 got medals of merit at a ceremony in Yaounde on December 30, 2015 spiced with military honours. The Delegate General for National Security, Martin Mbarga Nguele, officially awarded Public Force Medals of the Cameroon Order of Merits, on the ticket of 20th May, 2015 to some meritorious 16 Inspectors of Police who were formerly on detachment for maintenance of law and order in Garoua Boulai.
The ceremony was also an occasion for Martin Mbarga Nguele to award epaulets to Police Officers who moved to the rank of Commissioners, recently promoted by the Head of State on November 2, 2015. Still at the esplanade of the Police Headquarters in Yaounde, the Delegate General for National Security awarded epaulets to nine Senior Superintendents of Police who have been promoted to the rank of Police Commissioners while the newly promoted Police Commissioners awarded epaulets to some 10 Police Superintendents who have been promoted to the rank of Senior Police Superintendents.

The trial of the former Minister of Secondary Education (MINESEC) Louis Bapes Bapes has been scheduled to begin in mid-January 2016. The former Minister of Secondary Education was charged for diversion of the sum of 550 million CFA francs. Other charges related to the Bapes Bapes affair included bonuses and allowances unduly paid to officials of the Ministry of Secondary Education in the context of the organization of examinations and sporting competitions under the 2005-2009 financial year period audited by a mission from the Higher State Control (CONSUPE). Louis Bapes Bapes will be heard by the Special Criminal Court in Yaoundé.
Unlike three of his co-defendants jailed for four years at the central prison in Kondengui, former Minister Bapes was detained and later on released following standing instructions from the Head of State. The first hearings slated for the 5th and 6th of January 2016 will be devoted to Hon. Rouly Mbila, former director of examinations and competitions at MINESEC. On the 15th of January 2016, Louis Bapes Bapes will stand before the judges of the Special Criminal Court. He was recently admitted at the Central Hospital in Yaounde and some reports have suggested that his condition has worsened.

Following instructions from the Minister of Transport Alain Edgard Mebo Ngoó on ensuring safe travel during Christmas and New Year, the Littoral Regional Delegation of Transport has been on the watch-out. The Regional Delegate, Pamela Ayuketa, has since been organising road safety campaigns by sensitising road users and owners of bus companies. The first campaign took the team to Bekoko, a junction in Douala where vehicles heading for the South West, West, North West and Littoral Regions abound.
With the use of a mega phone and fliers, passengers and drivers were sensitised on good conduct. They enjoined drivers to be prudent, disciplined and respect the Highway Code in order to avert accidents. Pamela Ayuketa, who led team of aides and some security officers, insisted that bus companies must use road-worthy vehicles and drivers given enough rest after each trip.
To passengers, she directed that they should call drivers to order if they notice any misconduct like over-speeding, taking of alcohol, smoking, playing music at high pitch and picking up passengers on the way. She discouraged passengers from inciting drivers to over-speed because they want to meet up with appointments. Since road safety concerns everyone, Pamela Ayuketa assured that her team will not get tired of sensitising passengers and bus company owners.
