President Joseph Kabila of DRC and his Ugandan counterpart Yoweri Museveni have agreed on a plan to share security intelligence in an effort to fight rebel groups active along their countries’ borders. The two leaders made the announcement after the meeting in Uganda to discuss security.
“We have decided to fight against all forms of recruitment from Uganda,” Museveni said. “We are currently taking steps with security services so that they can exchange the needed information, but we also recognise that there may be recruitment from Congo.
The two leaders made the announcement after the meeting in Uganda to discuss security.
The Uganda-based rebel group Allied Democratic Forces has killed at least 500 civilians in the Beni region in the DRC’s Kivu province since October 2014.
“We have decided to fight against all forms of recruitment from Uganda,” Museveni said. “We are currently taking steps with security services so that they can exchange the needed information, but we also recognise that there may be recruitment from Congo.”
Eastern DRC is home to multiple armed groups competing for control of the region’s vast mineral resources.
One former rebel group, M23, operated in eastern Congo from 2012 until it was repulsed by UN forces and the army.
More than 1 000 rebels fled to Rwanda and Uganda before a 2013 peace agreement. Museveni said Uganda would hand over any remaining former rebels.
The leaders also said they will form a joint committee on oil exploration, AP reports.

Equatorial Guinea will not be playing the 2016 Female AFCON to be hosted by Cameroon. The female squad from the Country of OBIANG NGUEMA has also been banned from the next three editions of the Africa Women Cup of Nations for fielding a player using fake documents.
Following an investigation, CAF found the player in question was "registered for the Women AFCON Namibia 2014 as Camila Maria Nobre Carmo with date of birth: 07/10/1994 and for the 2016 edition, her date of birth stated 10/06/1988 and the name Camila Nobre do Carmo Oliviera". The sanction comes after a protest by Mali, who lost 3-2 to Equatorial Guinea in the final round of the Africa Women Cup of Nations qualifiers.
Mali benefited from an earlier ruling by FIFA which ruled in April that Camila Maria do Carmo Nobre de Oliveira was found to have used two passports with different birth dates and two birth certificates. She was then dismissed from 2020 Olympics preliminary qualifying.
Camila Nobre do Carmo Oliviera featured in the first and second leg matches against Mali on 6 April and 10 April The Confederation of African Football, CAF, has now sanctioned Equatorial Guinea over same issue. (AP) Officials with Uganda's ruling party want to remove the age limit on the presidency so long-time President Yoweri Museveni can run again, a spokesman said Wednesday.
Museveni, who took power by force in this East African country in 1986, was re-elected in a disputed election in February. His current term expires in 2021.
Museveni, who turns 72 later this year, is constitutionally barred from running again but can seek re-election if lawmakers throw out the age clause to effectively hand him the presidency for life

The UN says it estimates there are more than 350 million illegal light weapons in Nigeria.
The UN Regional Centre for Peace and Disarmament in Africa said this accounted for 70% of illicit small arms in West Africa.
Some of the weapons are said to have originated in Mali and Libya, where there are ongoing conflicts.
The UN said the presence of so many illegal arms in Nigeria threatened its existence.
Nigeria is affected by three separate conflicts - an Islamist insurgency in the north-east, militancy in the oil-rich Niger Delta, and clashes between nomads and farmers.

"Thank you, President Biya for our laptops."
Hundreds of students in the capital city of Yaounde, Cameroon, march on the streets in support of Biya's 34-year rule and his "gift" of laptops to some university students.
Earlier, observers said the laptops were bought with taxpayers' money, and so there is no need to thank an individual for releasing the squeeze on their own rights.
"It is our right and not a privilege. How can citizens be thanking an individual for giving them their own rights," asked Timah Rene Rene, a researcher in politics and human rights.
The move, it is suspected, has political underpinnings.
